We are looking for a Liaison Officer who will support the development of financing and investment opportunities, strengthen institutional relationships, and contribute to the monitoring of regional projects from the Abidjan office. The role includes identifying potential partners and projects, supporting market and sector analysis, coordinating with internal technical teams, engaging with public and private stakeholders, and providing strategic insights that support sustainable development, financial inclusion, infrastructure financing, and regional business growth.

CLIENT OVERVIEW Liaison Officer

Our client is an international development finance institution with a Regional Representative Office based in Abidjan, Côte d’Ivoire. The institution supports sustainable and inclusive growth across partner countries through financing, investment, development cooperation and high-impact initiatives in key sectors such as climate action, food security, infrastructure, financial inclusion and SME development.

The Regional Representative Office serves as a country and regional hub, supporting institutional engagement, stakeholder coordination, business opportunity development and the monitoring of ongoing projects across the region.

PURPOSE Liaison Officer

The Liaison Officer will support the Head of the Regional Representative Office in identifying and developing new financing and investment opportunities, strengthening relationships with key stakeholders, and supporting the monitoring of ongoing operations.

The role requires a strong understanding of financial markets, development finance, stakeholder management and regional business environments. The successful candidate will work closely with local and regional stakeholders, as well as technical teams based at headquarters, to contribute to the growth and effectiveness of the institution’s regional portfolio.

KEY RESPONSIBILITIES Liaison Officer

Project Pipeline Development and Origination 

  • Support the Head of the Regional Office in identifying and developing a pipeline of potential financing and investment opportunities.
  • Conduct market, sector and business environment analysis to identify eligible opportunities and counterparts.
  • Support the preliminary evaluation of potential partners and projects, including private companies, financial institutions, microfinance institutions, public utilities and other relevant entities.
  • Contribute to the development of opportunities aligned with strategic priorities such as climate action, food security, infrastructure financing, financial inclusion and SME financing.

Business Development and Opportunity Management 

  • Support technical business teams during the development and management of new business opportunities.
  • Assist in gathering relevant market, financial and institutional information to support internal decision-making.
  • Facilitate coordination between the Regional Office, headquarters and external stakeholders during opportunity development.
  • Provide input and local context to support the structuring and evaluation of potential operations.

Monitoring and Coordination of Ongoing Operations Liaison Officer

  • Support the monitoring and coordination of ongoing projects and operations within the region.
  • Liaise with relevant internal teams and external stakeholders to follow up on operational updates, implementation progress and key developments.
  • Help identify issues, risks or changes in the local operating environment that may affect ongoing activities.
  • Prepare updates, notes and briefing materials for internal stakeholders as required.

Stakeholder Engagement and Institutional Relations Liaison Officer

  • Develop and maintain strategic relationships with key stakeholders in Côte d’Ivoire and other countries covered by the Regional Representative Office.
  • Engage with local institutions, government agencies, development partners, financial institutions, development finance institutions, multilateral banks, private companies and other relevant actors.
  • Support the Head of Office in strengthening the institution’s visibility and positioning within the local and regional ecosystem.
  • Facilitate communication and coordination with partners involved in development finance and investment activities.

Market Intelligence and Reporting Liaison Officer

  • Monitor relevant sectors, policy developments, regulatory changes and market trends across the region.
  • Prepare briefings, sector updates and analytical notes for headquarters and regional stakeholders.
  • Provide insights on the political, business and regulatory environment in Côte d’Ivoire and other relevant markets.
  • Support the preparation of reports, presentations, speeches and briefing notes for high-level meetings, official visits and institutional engagements.

Regional Office Support and Representation 

  • Participate in operational activities organised by the Regional Representative Office, including stakeholder meetings, events, workshops and internal coordination sessions. Liaison Officer
  • Support the preparation of publications, presentations and communication materials linked to the office’s activities.
  • Represent the office professionally in meetings and engagements when required.
  • Undertake frequent travel within Côte d’Ivoire, within the countries covered by the regional hub, and occasionally to headquarters.

ESSENTIAL SKILLS AND QUALIFICATIONS 

  • Bachelor’s degree required; Master’s degree preferred in Finance, Economics, Business Administration, Development Finance, International Business or a related discipline.  
  • Minimum of five years’ relevant professional experience in international financial markets, commercial banking, investment banking, development finance, or a related institutional environment.
  • Strong knowledge of financial modelling, credit analysis, investment analysis and business opportunity assessment.
  • Good understanding of the political, business and regulatory environment in Côte d’Ivoire, Sub-Saharan Africa or comparable emerging markets.
  • Prior experience with an international organisation, development finance institution, multilateral organisation or regional financial institution would be an advantage.
  • Strong analytical, problem-solving and research skills, with excellent attention to detail.
  • Excellent interpersonal, communication and relationship management skills.
  • Strong business acumen and ability to engage with senior stakeholders across public, private and institutional environments.
  • Proactive, dynamic and adaptable personality with the ability to work in a multicultural and fast-paced environment.
  • Strong organisational skills and ability to manage multiple priorities.
  • Proficiency in Microsoft Office tools, including Word, Excel and PowerPoint.

LANGUAGE REQUIREMENTS 

  • Fluency in French and English is required.
  • Knowledge of Italian is not required but would be considered an added advantage.
